hello, how can a person who is a Us citizen from allowing their ex-spouse (immigrant) from obtaining citizenship? they have kids and the immigrant parent only had kids to get citizenship.

now she wants custody of kids b/c she feels she can get citizenship thru them.

They can't. The only authority capable of granting or denying an application of citizenship is the USCIS.
