Can a Business Require Applicant's SSN and Birthdate for a Background Check

At first I thought it was a scam page but it is legit. A major national soft drink company has a job posting for an Office manager. The posting is legit on their web site.
On page 1 of the application they require mandatory Background Check Information which involves both your Social Security Number and your birth date just to apply.


Is it legal or illegal to ask for such mandatory info on page 1 of a Job App? Do they not do Background Checks only after they decide to offer a position to someone?

Only at the very end of the application process, do you also realize that Driver's License number is mandatory as well.


So just to apply, they collect Name, Birthdate, Social Security Number and Driver's License Number.
