Can Parent Be Prevented from Seeing Arrested Child

My question involves criminal law for the state of: New Jersey.

My little brother got pulled over and got arrested after rolling up the window when the officer's hand was inside the car. He is being held is some sort of juvenile correction facility and they are making him see a psychologist. My father tried to go see him, but they refused to let him see him. They said he can only see him if my brother calls him. Otherwise, he can see him in a week. My question are they allowed to not let his father see him? and how can his father see him? Sorry, I don't have all the details.
