My question involves a child custody case from the State of: Pa
I have primary custody of my daughter. I would like to know if her fathers weekends count towards the two seven straight day periods during summer vacation?

The point made to you is that you are asking for an answer to a question for which you have not provided enough information. The exact wording of the visitation order is required to provide an accurate answer.

But generally speaking, if you are asking whether or not dad can piggyback his weekend onto the seven straight days, the short answer is probably yes, unless the order specifies otherwise. Same goes for taking his weekend, and then using his seven days the following week or the week after in the same month.
