Arrow F1 Visa Overstay and Tourist Visa Denial

    Hi all,
I obtained an F1 visa in june-2005. I entered to USA in 3-June-2005. But unfortunately I didn't attend to the school.
    I leave the country 13-November-2005.
Now I'm in my homeland country and have a good job and great income.
Also my wife has a very good job and great income too.
In -September-2011 me and my wife were planning to go USA for shopping and for tourism purposes.
Un fortunately our visa applicaition was rejected.
Also interviewer told me that "you dont have any restriction or you dont have any ban, but I'm sorry I can give you a visa"
I asked him "so That means I can't get a USA visa anymore"
He said "to obtain a tourist visa is a bit hard for you"

    Now my questions are:
1-If I dont have any restriction or ban, why didn't he gave me a visa.
2-If I would re-apply for a tourist visa, do I have any chance to have one.
3-Instead of tourist visa, do you suggest any other type of visa to apply?
4-Is there anybody who is at the same situation as me, if so do they have any way to re-gain a visa?

If needed, I can give extra information ..
    regards..

Your history works against you obtaining another US visa. Since you entered on F-1 and with an I-94 with D/S date, you did not incur a ban, However, your failure to comply with US laws at that time make you a poor risk for another entry.

By the way, shopping is a really poor reason for entering the US. You can use AMAZON.

I was aware that shopping was really a poor reason for entering US. But it was the truth, we were planning to go just only for shopping and it was the real reason.
As I thought that visa interviewers are well educated and they can understand if people are telling lie or not. So I tell all the truth. But no problem, I'll go to England this august for just only shopping.
But maybe in Feb-2013 I may attend to a training program about gas turbines in Houston. Do you think that I can get a visa or not?
Do you have any idea to help me.
    regards..
