Not if the loan place actually filed for a lien on the title.

You can ask but they may have a problem with this method without you delivering the title to them in exchange for the check.

In your state apparently the lien holder holds the title. That means you cannot get a title if there is a lien on it.

well, that is a problem.
It's a conundrum; you can't get the title until you pay off the lien, you can't pay off the lien until you get the check, you can't get the check until you get the title.
I would try a couple things;
borrow the $712 from somebody
tell the insurance company there is a lien on the title and you cannot get the title without paying off the lien first and you can't payoff the lien...well, I think you know where I'm going. Maybe they can confer with the loan place and work it out between them.
