Edit: Okay so i just looked at the receipt that the towing company gave me and where it says REMARKS they wrote PARKED WITHOUT CONSENT

Yes, you need the consent of the property owner to park on private property. The consent is likely conferred by patronizing one of the businesses in the shopping center. Which you admit you did not do.
