How to Transfer Title If You Cannot Find a Joint Owner

I bought out the joint owner of a boat and trailer a few years ago. We transfered the boat title to just me, but not the trailer title, because we did not realize there was a seperate title for the trailer. I have been unable to contact the joint owner. Is there a way to transfer the joint trailer title to just me without the joint owner?

Other than through litigation, which is likely to cost more than the trailer and would still require you to try to find and serve the co-owner? No legal way I can think of.
