Restricted License for Non DUI Related Issues

My question involves a driver's license issued by the State of: AZ and CA. I just moved to CA and my licenses is suspended in AZ. I know that I will have to pay the fines in AZ and get reinstated there before I can get a clear license in CA. My dilemma now is that I need a license for my new job. Can I get a restricted license in CA so I can work to make the money to pay fines in AZ and get reinstated there? My suspension was not for DUI, it was for unpaid fines. I would appreciate any honest help, I'm not looking for smartness or criticism. I know that I need to get the fines paid, and take care of this, but I need to have a license to drive for my new job. Thanks in advance for honest assistance.
