Is it true?
Yes, but the email went to everyone, not just HR and payroll

They can, because there is nothing in the law preventing them from doing so.

If it was true, they didn't do anything illegal. However, I'm not sure why it was necessary to do so. (still not illegal necessary or not)
Too often we underestimate the power of a touch, a smile, a kind word, a listening ear, an honest compliment, or the smallest act of caring, all of which have the potential to turn a life around.
I think it's fairly shabby business practice, but sometimes I have no idea what some bosses are thinking!

Is it good business practice? No. There was no necessity for it.
Is it legal? Yes. Few if any laws prohibit an employer from telling the truth, even if there is no necessity for it.
Even if it weren't true, that wouldn't make it unlawful. (Even if it were incorrect or an outright lie come to that, there'd only be reason to pursue if you could establish how it damaged you in a practical way ... Now if they had sent out an email saying you killed so-and-so and you hadn't, or embezzled money when you hadn't, that's libel per se and you don't need to prove any damages to successfully pursue in any state I know of.
