I suspect that this is some form of tag-team spam.
If you want to hire a lawyer in China you (a) find a lawyer who offers services that fit your need and, if you are confident in the lawyer's ability (b) retain him to provide the legal services you need.

If you're serious, China now allows foreign lawyers and law firms to set up shop in China including in Hong Kong. There are a lot of US lawyers in China and I'd sure choose one of the many of them for the sake of being able to communicate well.
