You're asking questions that no one here can give you definitive answers on.
There is nothing that dictates whether you should receive a fine reduction or not. The judge will likely review your info before offering or agreeing to offer a reduction. We have no information about your driving record, how long since you were last cited, the speed you were cited for etc, etc... etc!
You can either ask the judge or wait until he offers... But if he doesn't you can ask!
Nobody can predict whether this will affect you insurance premium or not simply because (again) we have zero information about your driving record, the car you drive, other drivers ion the household, the speed you were cited for. The presumption is every ticket has a potential effect on your premium. And nobody is going to decide that for you!
I am right 97% of the time... Who cares about the other 4%!
