Default Black Market Silicone Injection by Unlicensed Practioner

My question involves medical malpractice in the state of: CA

My mother was scammed by an unlicensed practitioner. The scheme was by creating nerve damage in specific areas of the face would create new muscle, which would fill wrinkly skin. She paid $3000 grand for this service 5 years ago. Few days ago her face started to swell in a strange way. General doctor recommends that she visit a plastic surgeon, where she finds out that she has construction grade silicon injected into her.

So we found the information for the unlicensed practitioner, who is actually licensed now, and give him a call. We set up an appointment acting like new customers.

    What do I do?

-Do I file a police report?
-Do I go in there and be honest about the situation and hope he offers money?
    -Other options?

How do I prove that he was the one that gave my mother the facelift?

I know a few of his customers who have not shown any symptoms yet.

I'm really confused.. and I'm filled with anger. I'm supposed to go to this appointment with my mother.. as much as I'd like to give it to him I don't think that would solve the main issue at hand.

What kind of attorney do I seek in these kinds of situations?

Your mom can certainly inform the legal authorities of what happened. She may also be able to get suggestions from her doctors as to agencies that might investigate and act.

I have no idea why this is a concern. Did your mother not pay this person? Is she denying that he had something to do with the 'procedure'?

What do you imagine will be the benefit of your and your mother's going to the appointment with this "practitioner"?
