Default Back Pay, but the Person Paying Child Support is on Welfare

I havent received any child support payments since last year, arrears are over $6,000 now. The father seems to work only a couple of months then quit, Everytime I question my case worker all he says is "were waiting on the wage assignment". But nothing. Question is, the father is no longer working (still no payments ofcourse) but now is on welfare... How long is he allowed to be under the public assistance, and does it mean he doesnt need to pay while on welfare?

Please tell us where you're located and what you mean by "welfare". (Is he on SSI?)

I opened my case on GUAM

    - - - Updated - - -

Let me be more clear. I filed for child support here on guam, The father re-located to California. Recently he asked I drop my child support due to huge amount on arrears, that he could not afford it, He has asked numerous Modification. Mind me he also has other kids with his spouse now. He started work on mar 2012 but then find out he quit june 2012. He did not make any payments when he was working on march. That I find out he is on public assistance (welfare), I was wondering if he still needs to make payments on child support or does it stop because he is receiving cash from the government? Also how long is he allowed by the state of California to be under it. (He is able to work By the way)
