Default Is It Illegal to Parking Too Closely in Residential Areas and Public Streets

My question involves a car parked in between two cars from the state of: California

So I need some law experts to tell me if there is any law/jurisdiction in Santa Clara County of California or any other counties/cities that have a law that states that parking next to a car too closely that they won't be able to get out of parking space? Check the image below to get an example of what I' trying to explain ( car in middle ) . Say I bumped the back of the car constantly and moved it a little , leaves damage a little or none. Could I have a car towed

you would be liable for any damage you caused.

are there any markings on the road indicating separate spaces?
I am not an attorney and any advice is not to be construed as legal advice. You might even want to ignore my advice. Actually, there are plenty of real attorneys that you might want to ignore as well.

I couldn't find anything regarding any rules and towing is most likely going to have to be authorized by the police. If I were to be put in such a situation, I would simply contact the police and inquire with them.
