Completing Registration and Tag Transfer for an Out-of-State Owner

My question involves vehicle registration or title in the state of: South Carolina
My mom travels for her work but is a resident of SC. She bought a truck and has asked me to find out if I can complete the transfer of tags from another vehicle to the truck. She gave me the title to the new truck, which the seller and she signed. She did not give me the registration for the vehicle from which the tags are being transferred. Will that be a problem?
Also, will the SCDMV let me do the turning in of the paperwork? This my sound like a crazy question, but I'd hate to get there and then they tell me that she has to do it in person.

Not familiar with your state but in my state either the actual person has to go to the dmv or the person that goes has to have a power of attorney to make the transactions. I am nearly certain you cannot sign for your mother.
