My question involves a child custody case from the State of: Utah
Can both parents write down a visitation agreement with out going to courts with attorneys? Can they just have someone from the court notarize the agreement?

In order for any agreement to be enforceable it needs to be signed by a judge.
Notarizing it does nothing - all notarization does is verify the identify of the people signing the document.

The parents can file a stipulated agreement with the court and ask for the judge to sign it.
Yeap, that'll work.
