Default Storm Water Drain Causing Damage to My Property

My question involves real estate located in the State of: South Carolina

A storm water drain was widened several years on my property directly in front of my house. It was widened a few years ago, and I'm sure it is causing soil erosion. After every thunderstorm, my entire front yard is flooded. I don't know who to contact to re-direct or move the drain or what my legal rights are. Could someone please help me? Thank you.

Start by contacting an appropriate county inspector.
