    The Update:
    Surveyor says the alley is my property. He suggested I contact the Borough engineer by e-mail, I did so, no response. Did a "right to know" request and was told in writing that there are no public easements on my property. Private easements may or may not exist but did deed search and there are none in writing. The homes were built in 1900 and the alley was probably part of the original plat, for access for coal delivery or possibly for the property behind us as there was a stable or geenhouse according to the old map. The Township never accepted the alleyway/paper road as their problem and according to current building ordinances if they do not do so within 5 years the property reverts to the original owner. For now I am done worrying about this!
