Custody of a Friend's Child That I Have Been Raising

My question involves a child custody case from the State of: AL

I have been raising my friend's 3 year old daughter for almost her whole life. My husband and I provide all of her needs, ei. clothing, food, daycare etc. The bio mother has not contacted us in over a month. We have recently found out that she is currently pregnant with twins that she will be giving up for adoption. In my opinion, she has no business raising children and my husband and I would like to have custody of the child so that she can be put on our insurance etc. How do I go about obtaining a custody order for this child?

Where is the father, and is he legally established as the father?

If mom and dad (if there is a legal dad or bio dad can be identified and found) can consent for you to adopt the child. (easy way)

Otherwise, you will need to go to court and ask that you be given custody based on the status quo (much harder way).
