Question How Can a City Send Their Parking Enforcement People into a Non City Hospital Parking

My question involves a traffic citation from the state of: California, City of Sacramento.
Today I was at the Kaiser Permanente Medical Center in So. Sacramento. My handicap placard fell from my mirror and a parking enforcement officer from the City of Sacramento gave me a citation for parking in a spot marked for a handicap person. Under what part of California law may the City of Sacramento have it's parking enforcement officer go into a non city owned medical hospital and issue citations?

since when did you believe a cop couldn't ticket a person parked in a HC space illegally?

Don't park in a fire lane neither. You will likely be towed, and that's legal too.

You do realize that most HC parking spaces are in private lots's right? Any HC parking laws can be enforced in private lots. Heck, the reason the spaces are there are due to the law requiring them. Didn't think they could mandate HC parking on private property either I bet.
I am not an attorney and any advice is not to be construed as legal advice. You might even want to ignore my advice. Actually, there are plenty of real attorneys that you might want to ignore as well.

Earlier today I saw a city police officer ticket a vehicle parked in a handicap spot with no placard. Most handicap violations are enforced under city ordinances and/or state statutes and are written without regard to the violation occurring on public or private locations.

The only stipulation is that the handicap parking spots comply with mandated placarding, signage, and color-coding.
