Title Transfer and She Has No Insurance

My question involves vehicle registration or title in the state of: Indiana

Currently my boyfriend is trying to get his ex to transfer the title or simply give back the tag he recently paid for because she is driving this vehicle without insurance and he doesnt want to be penalized. He signed his name on the title so she could legally own the car WITHOUT him. Paid for the tag so he wouldnt be in trouble and mailed it to her(she is in Florida). She now is refusing to get insurance and refusing to pay to transfer the title so he can be free. What do we do? If we notify the police of her driving this vehicle without insurance can he be penalized for his name still being on the title and the plates? Can we remove ownership of the vehicle off of his BMV record? What do we do first since she wont cooperate?

He should be able to file a release of liability with the BMV. That gives official notice that he is relinquishing any ownership claim or responsibility for the vehicle.

as far as I know, Indiana has no means to relinquish interest in a vehicle and there is no notification of a sale required. That means: hopefully you have some document (like a sales contract) to defend any actions should you get drug into anything due to being on the title.
