Plea Deal Expungement

My question involves criminal records for the state of: Ohio

I plead guilty to an F5 Felony of Fraud. When I was sentenced I was told that in 2 years it could be expunged. I plead out in 2008 finished probation in June of 2010. My court appointed lawyer is no longer a public defender and I can not afford a new lawyer. I was told that I could file the paperwork myself BUT I do not know what papers to file since the law says that you have to wait 3 years after the end of the sentence but part of my deal was 2 years. I need to get this expunged ASAP!! Any help would be appreciated. Thank you!!
