Default HOA Controlling Who Can Rent

My question involves landlord-tenant law in the State of: FL

The complex has been continually rented for at least a year under the radar. They found out someone new moved into one of the rooms. They are claiming that an owner must apply for the right to lease their complex and that only 15% of complexes can be rented at any one time. Can an HOA control and dictate who can and cannot rent out their complex or single room within?

Odds are this is what you agreed to when you bought the condo. The restrictions you describe are typical.
