While I don't know of any statutory limits on making insurance claims, you have two years from the date of his death to file a lawsuit over the matter.
If you're talking about uninsured/underinsured motorist coverage, or some other policy that might provide coverage, as opposed to the hit-and-run driver's unknown insurance policy, you need to check the terms of the policy (or policies) at issue to determine what deadlines they impose for the submission of claims.
Are you asking - "if the police find who is responsible for the hit and run 2 years from now, would it be to late to file a claim?" I would think you have 2 years from the date that the police find out who is responsible.
