Default Establishing Paternity for a Teen Aged Child

My question involves paternity law for the State of: New York/Maryland (UIFSA)

I am the mother of a teenage child under 18 who now wants to establish paternity legally. The father has known since conception that the children are his biologically, however because he was not in the country when the children were born (American born abroad to military personnel) I was advised that he could not be named on the certificate. He lives in MD and we live in NY. In about 2004, NY declared that they could not locate him in MD and my case was effectively thrown out. I did not further pursue. Short question will the courts allow me to re-file to establish paternity for the child at this age? Did I wait too long? Do I need to relocate to Maryland to get this thing moving? Please advise. I am looking for resolution.

Go ahead and file if you know where he is.
If you wanted babies all to yourself, you should have created them by yourself. Until you do that, children have the right to BOTH parents, especially since you found them suitable to procreate with.
