    Default How to Again Register a Vehicle After Prior Registration Has Expired

    My question involves vehicle registration or title in the state of: South Carolina (moved from Ohio)

    I have a vehicle with registration that expired in 2010. The vehicle was last registered in the state of Ohio and I moved to South Carolina. After moving back to South Carolina, I stopped driving - no longer have driver's license and only have a state ID. My life circumstances have changed and I will need to start driving again, but I don't know where to begin. How will I be able to register the vehicle in SC when the Ohio registration expired almost 2 years ago? I'm also trying to figure out how to obtain a South Carolina driver's license (which I suppose would have to come first). In order to take the driving test, you must have insurance. I have no idea how it's possible to get insurance w/out a license and I don't know anyone who could add me to their policy. Any advice that you can offer would be greatly appreciated. I feel like I'm stuck in a situation that cannot be resolved!

    Call the SC DMV to get the registration requirements. Most likely you will need the Ohio title (if you don't have this you will need to contact Ohio for it). Having he last Ohio registration card will help.

    You do understand you will have to start over at this point. You will need to go to the DMV and get a "beginner's license" (commonly called a learner's permit) and hold that for 180 days.
    You can get insurance without the license. You may find it easier however to just contact a driver training school. They're used to this sort of thing.

    You will likely have to jump through some hoops with SC and/or OH about the 2 year expired registration. SC is going to want the registration fees for those 2 years. However, if the car has not been driven on the public roads during that time (or, more to the point, they can't REFUTE your claim that it has not been driven through traffic/parking tickets or such), you should be able to get a "certificate of non-operation" (or paperwork with similar wording) from SC. You can then take that and the title to OH DMV and apply for registration. It is likely to take some time and patience to get this accomplished long distance.
