Only Arrears is Owed, Why Do They Want Me to Fill Out a Income and Expense Form

My question involves child support in the State of: california

Children are in their 20's dcss is still open but will close soon, due to them not being about to find him, but I know where he is. NO payment in a few years, and he is hiding income. I did a "order to show cause" PER PRO so I was able to have him served, they are not "contempt" papers but just for "Arrears". It's not like he will pay but if the courts found him he might. Now DCSS wants me to fill out a income and expense form. Why should I have to do that. I'm not asking for current child support, the order stopped 2 yrs. ago when all children were over 18. This is just arrears. Why should my current income be a factor? I am hoping DCSS sent me those forms by mistake, they also sent me a "visitation sheet" there is no visitation, the kids are in their 20's. Any help would be appreciated.

Call and ask. I expect that the answer will either be, "We sent the standard package, we don't need those forms," or "Our local policy is that you fill out and return those forms, no matter what."

Thanks for the reply. They did not send me a packet, I did the order to show cause. I was told in the "WORKSHOP" and at the families facilitators office that since the child support obligation has ended (kids over 18) that me just going after arrears, my income is not a factor so I don't need a income and expense form. If they wan't this and I don't produce it, can I just cancel the motion? I think it may be called "motion to dismiss". I will have answers tomorrow. I really hate getting mail like that on saturdays.
