Returning on a Second Short-Term Visa Before the 2-Year Requirement

Hi,

I just got back from the US after a 4 months internship. So I was a short-term scholar.
I know that short-term scholars are allowed to return on another J-visa provided it's with a different sponsor, is that true? If it is, isn't there any way I could come back with the same sponsor for another 6 months, maybe if I get a good recommendation from my employers and I show that I will definitely come back to Europe after these 6 months.

If I can't come back, can I apply for a waiver and then come back?

And finally, is it allowed for a person who has not completed the 2-year requirement to come back on a student visa?

The HRR relates to immigrant visas. You can seek another non-immigrant visa before your two years are up, but your time in the U.S. won't count toward the two years.
