Default General Court Martial and Certificate of Relief

I was convicted of Article 121 robbery got 6 months and BCD . Almost 25 years ago and now I am seeking a pistol permit in New York state . It was found that the military conviction came up and is being determined a felony . I was told to get a certificate of relief of disability . In what court do you ask ? Can a state court give the CRD for a conviction under UCMJ ? I have had several back ground checks done in the past with none of this coming up , also my NCIC check comes back clean so I can buy a long gun but can't get a pistol . Very confused and hope to find some info.
    Thanks .

You can petition the New York State Board of Parole for a Certificate of Relief for a federal or out-of-state felony. The certificate only has legal significance in New York (and even there only for state, not federal, matters).
