Red Light Camera - Got Flashed Today

My question involves a traffic ticket from the state of: WA

I stopped completely before the white line that is not the issue and is not when It flashed. I then rolled forward about 5 yardsto execute my right turn but stopped because I noticed the oncoming cars were going a little faster than I expected. I must have stayed in that area for 3+5 seconds and it flashed. I then backed up all the way to the white line again because I got scared...and a second flash went off. I looked over and there were two vehicles over the white lines. Could it be them? Is it legal to stop on a right turn to wait for cars after you have originally stopped behind the white line?

The only requirement is that you come to a full stop before the limit line. If you began your turn and realized there was more traffic and stopped, you did nothing wrong.

The camera was likely flashing for the two other cars you say you saw over the line. From your description, your actions were not a violation.

I'm kinda disapointed though...From your title, I was thinking "flashed" meant that a pretty lady gave you a free show! I wanted to find out where you were and drive by there myself!
