Motorcycle vs Truck Side Impact with No Citation Issued

My question involves an injury that occurred in the state of: South Dakota

I was riding my motorcycle when a man in a truck traveling the opposite direction as me turned left in front of me and I impacted the passenger side of his truck. I am bruised and sore and my bike is surely totaled. The man claims I had my turn signal on to turn onto the same road which he was turning. Even if my signal was on and I turned we still would have collided.

My question is, even if my signal was on shouldn't he have been cited for failure to yield or something along those lines?

Odds are, had the officer been so inclined, he could have found a basis to issue a ticket.

there is no requirement the officer issue a citation. It is within his/her discretion. Why the officer did not issue a citation is something you would have to ask the officer.
