Default Filing Insurance Claim with Very Limited Information

My question involves a traffic accident in the State of: New York

A week ago, I was in a minor accident in my fiancee's car. The SUV involved only ended up with scuffing on the rear passenger side hubcap and a minor scrape abrasion along the edge of the rear wheel well. On my fiancee's car, the front passenger directional was completely busted. The woman called her husband and he was apparently not bothered by the damage, and she drove off without calling the cops, without insurance information, and without personal information. The only info she could have taken would be the license plate number. I paid for the damages to my fiancee's car out of my own pocket, but now she's received a phone call from Geico (her insurance) while being out of the country, which I obviously can't look into any further. Would it have been possible for a claim to be filed later with only the license plate number?

It is possible, but unlikely. Most likely Geico is calling her because her premium is due or they want to tell her about the great deals they have on motorcycle insurance. Until your fiancé can talk to them, nobody can say.

Was that a convoluted way of saying that you caused an accident and the owner of the car has now been contacted by her insurance about a claim made by the people you hit? If so, then yes, it follows that they and their insurance company had enough information about the vehicle that struck them, that they were able to track down the owner.

Yes, they can. It could be that the minor damage to the other car has a not so minor repair bill. Police reports can be filed after the fact, as well, and probably will be if they are submitting a claim.
