Marrying a Non U.S. Citizen

I live in MD and I am currently engaged to my fiance who is from Greece. He only has a passport and I am not sure if we need to have two social security numbers on a marriage license. He has lived here for 10 years, I have known him since middle school and we are both in college right now. I have heard things about consulate interviews to see if we can marry, and I just don't know. We do not have the money for a lawyer. Any insight is appreciated.

I assume he entered under the VWP. Maryland actually makes a provision for foreign nationals without SSN. He must appear at the courthouse and sign an identity affidavit.

Assuming you are adults, you don't need the consulate or anybody else's permission to marry. The bigger issue is how he adjusts his status to stay here.
What he needs to do (as soon as you are legally married) is to fill out the I-130 and I-485 applications. I'd recommend that he do this as soon as possible (preferably while he still is "in status' under his VWP entry, but if he is out of status, he should proceed provided he entered LEGALLY).
