The officer is not required to show her the Radar. He may have not mentioned anything to her about a construction zone, but did he make any notations on the citation?
The $370 could be the fine amount along with the construction zone enhancement (if workers are present) for speeding with 1 to 15 mph over the posted limit OR it could be the standard fine amount for speeding (while workers are NOT present - meaning no enhancement) with 16 to 25 mph over the limit!
If she is not opposed to doing traffic school, then she is better off simply (appearing in court on the date noted on the citation) pleading guilty, and electing traffic school (and maybe/possibly getting some sort of fine reduction - depending on who the judge is).
If she decides to go the TBD route, then she may or may not be granted the option to go to traffic school after a TBD! And realistically, since there is no requirement to conduct a speed survey, there is little potential to find fault in the speed justification, little potential the officer failing to present the required documentation, which also means that this turns into a fight about what her speed was, officer says she was doing 73, and even without a construction zone speed reduction (meaning even if the speed limit was at 65) she is STILL considered in violation!
I am right 97% of the time... Who cares about the other 4%!
