My question involves vehicle registration or title in the state of: ILLINOIS / FLORIDA

I will be moving from Illinois to Florida and I would like to register a car when I get there.
What is the best course of action to transfter ownership of a car from my mother to me and registering it in FL?

Would her signature on title with my name filled out as buyer + notarially signed bill of sale be enough?
What is the cost of registering a car in State of Florida?
