My question involves an injury that occurred in the state of: Florida

If a mri revealed that i have small annullar tears in one disc in my neck and one in my lower back, is this considered to be a soft tissue injury? I thought soft tissue injuries were injuires that can't be quantified by imaging?

A soft tissue injury is, by definition, an injury to soft tissues. Although some are hard to objectively detect, there's nothing inherent to a soft tissue injury that would prevent its detection through visible signs, physical examination or appropriate medical imaging studies.
