How Do I Transfer Registration when the Titles Are Transferred Electronically

My question involves vehicle registration or title in the state of: California.

I purchased a vehicle off a guy who still has the loan on the vehicle. My question is when I pay off the vehicle with a car loan check I receive, the title will be transferred electronically through ELT from his bank to my bank. If the title is is electronic format, how would I go about notifying the DMV that I'm the new registered owner and to pay the transfer fee and use tax on it?

If both lenders participate in the DMV's Electronic Lien and Title Program, they will report the transaction to the DMV.
