Default Building Permits and Partitioning Property

My question is about having building permits for extending a house into a 2 story residential house. There are necessary documents needed.
We apply for a locational clearance in the city planning & development office because me & my husband planned to extend the house of my husband's mother. The lot is already subdivided among other living heirs of my mother-in-laws father,to her other 6 sisters & 4 brothers.Do we still need to secure an extrajudicial partition since the certificate of title of the lot was still name after the late grandfather of my husband?thank you.

That's not something we can answer for you based upon that tiny amount of information. Consult a local real estate lawyer.
