How to Help a Neighbor With Impaired Judgement

My question involves a person located in the state of: Connecticut

I am a tenant of a 6 apartment building and there is a concern regarding the behavior and welfare of another tenant in the same building. He is a habitual drinker, seen frequently unsteady on his feet, under the care of visiting nurses that come to check on him a few times during the month. It is getting to be beyond ludicrous of the weekly ambulance calls made to his apartment because of some medical/behavior issue. He frequently is in the company of various suspicious people inside his apartment and it is questionable if these visitors are either helpful or potentially using him to sell them his medication he is prescribed. At this point, it is reasonable to fear that an event such as a fire or other threatening event may put this building at risk.

Our landlord, when we press him on the issue, gives us casual promises to talk to the visiting nurses about his situation. It is just pitiful how an individual could be left to his own devices, when it is clear that an assisted living facility would be more appropriate. However there doesn't appear to be any desire by authorities, medical or legal, to address this man's situation beyond continual ambulance calls and releases the next day. Any advice?

I forgot to mention that he is under 60....mostly likely in his 40s

Explore whether there is a community mental health-type program in your community and see if they can either help or suggest resources.
