Extradition from the U.S. to Laos

Since Laos and US do not have an extradition agreement, does that mean a US citizen/resident can not be deported back to Laos if that is the country they were born in? I am referring to US residents who have been incarcerated and ICE threatens and detains for deportation from the US to Laos.

A US citizen can not be deported. A US citizen will not usually be extradited to a country we don't have reciprocal treaty agreements with.
A non-citizen, who is found to merit deportation (for whatever reason) can be sent back to such a country (but not necessarily because Laos asked for them to be sent back).
