Barking Dogs

This may not be the correct forum, but I'll give it a shot.

Our neighbors have 7 barking dogs. They have received numerous citations about the barking. We are trying to sell our home. After numerous showings the feedback we seem to receive on vast majority is "Nice house. Would love to buy it, but those barking dogs would drive us crazy."

I'm not really sure what to ask, but if we can't sell our home becaue of those dogs, is there any legal action we can take against the owner of the 7 dogs? Please don't say "like what kind of action?" because I have no idea and am just throwing the question out there. This is getting ridiculous. Thanks.
