Car Loan Paid Off, but Title Withheld Over Late Fees

My question involves collection proceedings in the State of: Florida
My best friend paid her car loan off in the state of Florida only for them to send her a letter telling her that she owed them over 1400 dollars in late fees before they would send her the title. After contacting (CPS) she was told that if her fees were not paid imediately they would repossess her car. Is this legal?

Are you stating that she owes late fees that she hasn't paid, or are you suggesting that she doesn't actually owe the late fees?
