    I would look into the student handbook to find out if it is allowed. This may be a university policy rather than a state or federally regulated policy. You may also want to give a call to the Florida Department of Higher Education regarding this. File a complaint. I'm sure the school won't be happy to hear from them regardless of whether the principal was right or wrong.

    If all else fails for you and the jack*** was allowed to do this, you can always look at it as less of a legal wrongdoing of his and more of a MORAL wrong doing. This situation sounds wrong. It certainly wouldn't go well for the school or the principal if you contacted local news agencies in regards to this guy's conduct.

    Yet again, in all honesty, I would never go to a doctor that scored so poorly. :-)

    One has to wonder, really, what difference it makes as to when the passing grade limit was changed. Would the OP have tried harder if they knew they had to score higher to pass? What would they have done differently if the required score was known to be higher when they sat for the exam.

    How about this:

    the teacher doesn't say what a passing grade is. They simply administer the tests and once they are scored, they pull a number out of a hat and use that as the pass/fail threshold.
    What difference does it really make?
