Involuntary Transfer of Vehicle Title

My question involves court procedures for the state of: PA

The Pennsylvania Department of Transportation provides a fact sheet on the procedure for the involuntary transfer of a vehicle title by court order: http://www.dmv.state.pa.us/pdotforms...ts/fs-intr.pdf

This fact sheet lists steps to notify parties by mail and possibly by publication. Is this advice correct? How would this particular situation not be subject to the typical PA rules regarding service of original process?

why would you question a publication from the state about how to notify the various parties?

Not sure what you mean but basically, it is subject to the rules in place for the action. It is just how it is.

Because it's a "fact sheet" and not a law or statute.

I have looked at what seems to be the most relevant actual law, 231 Pa. Code Rule 400, and I don't see how it gets around that. How to reconcile the two?

I suspect the rule concerning the title issue is simply a separate rule. I do not have access to PA law so I cannot research it for you.
