The Broncos my friends have possess removable hard tops. There may be models without them, in which case I might agree that they would be less sound, but it doesn't necessarily make the vehicle suddenly unlawful.

I believe the later model years did not have a removable top. Part of the problem, beyond the safety factor, if the top was not removable is removing the top would likely eliminate the shoulder harness anchorage point. Obviously that does make driving the vehicle illegal.
