How Do I Change My Child's Last Name from My Maiden Name

My question involves name change laws in the State of NY. My child who is now 12 has my maiden name as his last name his biological father never signed the birth certificate and died before my son turned 2. I have since gotten married 8 years ago and have had another child. My question is how can I change my child's last name to the last name of my husband, mine, and his sibling? He feels like he is not part of the family because he has my maiden name while everyone else has my married name.

Any reason why you don't do a stepparent adoption?

How could I go about that and how much does that cost? Couldnt I technically have my husband sign his birth certificate?
