Default Dad Suing Me to Modify His Support

My question involves a child custody case from the State of: PA

we've been in and out of court what seems like forever. In our last support hearing Dad was told by his lawyer and my lawyer that the numbers are the numbers. They took both of our incomes came up with the numbers. Also we agreed that he would help pay for our son's summer day camp so he wouldn't be sitting alone all day while I was at work and he was suppose split sports and gear costs & school costs (nothing major just supplies & a gym uniform). This has nothing to do with his weekly payment it says in the back on an extra page that he was pay for these things by a certain date.

In his weekly payment he gives me money for his insurance & a little extra for his needs.

It says I'm responsible for the $250 in co payments for medical and he is to split the rest 56% to him.

At the advice of my attorney I mailed him all receipts.
Which include the glasses he needs to see and sports glasses because played baseball but he's more into soccer now, as a goalie so he def needs those (the plan is on hang on to these goggles for a long time and only replace the lenses a needed), his fall, spring, and two winter sessions of soccer (which we agreed to send him) & his spring camp and his therapy we agreed he needed and I have a weekly copay. Since the first receipt...He gave me a list of reasons why he couldn't pay each time I mentioned it and then finally he told me he wasn't paying anything above his monthly support payment...

Then my attorney said he was in contempt so he was ordered to pay the money or pay my attorneys cost as well when we go to court. He responded with suing me to lower his payment on child support, his grounds were he can't afford to pay his bills (Since our May agreement nothing for either of us has changed in the way that either of us lost our jobs, moved, got a new car, have gotten ill had another child or anything that would change the situation), he sees his son, he has to buy him clothes out of pocket because none are sent (he told the custody master he didn't want me packing clothing any longer so it's written into our custody agreement that he must provide clothing) & that our son was no longer in baseball (though he is in soccer which he excels at and his father agreed to each session) or summer camp.

is this really grounds for a reduction in child support?

It can be - he may be able to get the extra-curricular costs (or those associated with sports glasses etc.) removed/lowered.
