Default Is There Anything I Can Do

My question involves a consumer law issue in the State of: Pennsylvania
    Hello,
After reading lots of posts on here I realize there isn't much I can do about my problem, but there must be something I can do.
here's my situation... Auto mechanic says he can rebuild the top portion of my engine and get it back on the road. I had to repeatedly bug him to get the car done, It has been a little over a year since the job was started. He has yet to call me to inform me of anything in this time frame, I have to go to his garage and see what is going on...he always tells me it will be done "Friday". I know the engine is back together, I'm pretty sure the job is over his head, regardless, he said he can fix it, it's in his hands. I am completely fed up at this point! I need a course of action. Legal action would be nice, but he hasn't broken the law. I have another vehicle so I'm not too inconvenienced. Right now I can't say how long my car will be there. What if it turns into 2 years? 5 years? Isn't there some way to reclaim my property? Is there a consumer law in PA that could help me? Thank You for reading.

You can go down there with a tow truck, pay him for the work he has already completed and have the car towed to another mechanic to complete any necessary work.
