Property line dispute

My Neighbor is saying that we are 1 foot over on this property. It has been that way for years and just now when the city demanded that he clean up his property is he complaining about this. How we find out if it is true that we are over 1 foot on this property line. And do we fix it or does he if it is on his property line? Please advise. Thank you.
